The Foothill Division is commanded by Captain Larry Esquivel. Larry was hired as a San Jose Police Reserve Officer from August 15, 1984 to January 4, 1986. He was appointed as an Officer on January 5, 1986. As an officer Larry worked in the Bureau of Field Operations - patrol, BFO- Narcotic Enforcement Team (NET), Special Operations-MERGE Unit and Bureau of Investigations - Narcotics Covert Investigations.
He was promoted to sergeant on June 15, 1997. As a sergeant, Larry supervised patrol officers and served as a supervisor in the following specialized assignments: BFO-Patrol, BFO-Field Training Program, Special Operations-MERGE Unit, BFO-Main Lobby, BOI-Robbery Unit.
Sergeant Esquivel was promoted to Lieutenant on December 18, 2005 where he served as in Patrol, Bureau of Field Operations - Administrative Unit and the Office of the Chief - Internal Affairs Unit.
Larry was promoted to Captain on July 11, 2010 and now serves as the BFO Patrol, Foothill Division Commander.

- Reduce Gang Violence
- Address Community concerns regarding “Quality of Life” issues (narcotics traffic, graffiti, abandoned vehicles)
- Investigate Traffic related complaints and concerns
- Maintain strong partnerships with community and city based organizations to address the above concerns
Foothill Division
The Foothill Division is made up of four police districts: Charles, Mary, Paul and William. These districts total more than 623 “street” miles. The Foothill Division borders the City of Milpitas and the East Foothills of San Jose. Attractions in the Foothill Division include Lake Cunningham, Alum Rock Park, Reid-Hillview Airport, Eastridge Mall and Raging Waters.
