Deputy Chief: David Cavallaro

The Bureau of Administration is commanded by Deputy Chief David Cavallaro.

David Cavallaro was hired on June 28, 1982. He worked in patrol and then was selected to work in the following specialized assignments: Field Training Officer and BFO Information Center.

Officer Cavallaro was promoted to Sergeant on October 24, 1993. As a sergeant, David supervised patrol officers and served as a supervisor for Auto Theft Investigations and the Field Training Program. 

Sergeant Cavallaro was promoted to Lieutenant on September 2, 2001 where he served as a Patrol Watch Commander, Vice - Intelligence Unit Commander, Gang Investigations Unit Commander, and Internal Affairs Unit Commander.

Lieutenant Cavallaro was promoted to Captain on February 11, 2007 and commanded the Western Patrol Division.

Captain: Scott Savage

Captain Scott Savage was hired January 5, 1986. After graduating from the police academy with top academic honors he was assigned to patrol duties, the Narcotics Enforcement Team in the Special Operations Division, and the Vice Unit.

He was promoted to Sergeant in December 1994 and returned to patrol, supervising teams on both midnight and day shifts. He was then assigned to supervise enforcement teams in the Narcotics / Covert Investigations Unit and the Vice Unit.

He was promoted to Lieutenant in March 2000 and served as a commander assigned to patrol functions in the Southern and Western Divisions. He was transferred to command the Police Personnel Unit in 2001. In 2003 he was selected to serve as a Federal Bureau of Investigation Executive Fellow, assigned to the National Joint Terrorism Taskforce in Washington DC. He was later transferred to act as the Operations Commander of the Airport Division. In 2007 he was assigned to create the South Bay Terrorism Early Warning Group and later served as an Assistant Deputy Director of the Northern California Regional Intelligence Center in San Francisco.

Captain Savage possesses a Master of Arts degree in Leadership from Saint Mary’s College and a Bachelor of Sciences degree in Criminal Justice Administration from San Jose State University. He is a graduate of the FBI National Academy, the California Command College, Community Leadership San Jose Silicon Valley and he has served as a participant in the Office of the Director of National Intelligence’s SHARP program.
