Reserve Unit – Officer Levels

Level One Reserve Police Officer:

The following are minimum requirements for Level I status:

This is a gun carrying and a full sworn position under 830.6.(a)(2) P.C. The authority of a person designated as a peace officer pursuant to this section includes the full powers and duties of a peace officer as provided by section 830.1 P.C. whose authority extends to any place in the State. The reserve peace officers in this section are assigned to the prevention and detection of crime and the general enforcement of the laws of this state. Level one peace officers may work alone (without immediate supervision), with another level one officers, or with a full-time officer. Level one peace officers may work in any phases of the police department.  Level one peace officers are eligible for promotions.

Level Two Reserve Police Officer:

This is a gun carrying and a sworn position and the training and expectations are the same as the level one police officer. Level two officers cannot work alone and they must be under the immediate supervision of a level one officer or a full-time officer when enforcing the laws of this state. Level two officers may be assigned without immediate supervision to those limited duties that are authorized for level three officers.  

This level is limited to certain phases of the police department. Level II officers are not eligible for promotions.

Level Three Reserve Police Officer:

This is a gun carrying and a sworn position. The level three police officers have limited peace officer powers. This level is authorized by California Penal Code to only carry out limited support duties not requiring general law enforcement powers that will not result in physical arrest.

Level three officers are authorized and may be deployed to those limited duties such as traffic control, security at parades and sporting events, report taking, evidence transportation, parking enforcement, and other duties that are not likely to result in physical arrests. This level must be under the immediate supervision of a level one or a full-time police officer.  This level is limited to all phases of the police department.  Level three officers are not eligible for promotions.
