SJPD Announces Public Web Portal for Community to Track Use of Force Data 

On-line system will provide transparency and build trust 

 

San Jose, CA — The San Jose Police Department (SJPD) in partnership with Police Strategies, LLC went live today with a public web portal that allows community members access to officer use of force data through its Police Force Analysis System (PFAS). A comprehensive report by Police Strategies on SJPD's use of force data was also made public today. San Jose is the largest city in the nation to use this data analysis system and one of only two that will provide this information to the public in its ongoing effort to be a transparent police department and improve police/community relations. 

"The first two and three quarters years of use of force data analysis reinforces the fact that we are not a police department in crisis, it provides us benchmarks for improvement and validates that in San Jose we do not have troubling racial disparities in our uses of force. These outcomes did not happen by accident; it is the product of working with our community, the police officers’ association and maintaining high standards in our officers. By putting this data in an online public dashboard, we are taking transparency to another level,” said Chief Eddie Garcia.

PFAS provides a comprehensive risk management tool that can be used to make data-driven decisions and develop evidence-based best practices. The system can also be used to examine racial disparity issues providing meaningful insights for the community and actionable results for the Department. As part of SJPD’s ongoing efforts to increase transparency and build trust with the community, the Department will provide the public with access to the system using interactive dashboards on SJPD.org.

"This type of tool is a massive leap forward in developing better use of force policies and procedures. It gives our officers valuable feedback to adjust or reinforce their tactics and training and provides the public accurate data about the state of policing in San Jose,” said Paul Kelly, President of the San Jose Police Officers’ Association.

PFAS is a unique system that will help the Department better understand officers’ uses of force, strengthen internal accountability, and assist in the evaluation and improvement of use of force policies, practices, and training. This system will provide the Department with a much deeper and richer analysis of the data that will lead to a better understanding of what is happening and enable more effective management decisions to be made.

“This tool represents our continued commitment to maintain the highest levels of transparency and accountability in our police department,” said Mayor Sam Liccardo. “By publicly releasing and analyzing this extensive trove of use-of-force data, we can ensure that the San Jose Police Department remains the most professional and trusted department in the nation.”

“The San Jose Police Department is now one of only a handful of agencies nationwide that can truly understand when, where, why and how its officers are using force. Cutting edge business intelligence tools and complex legal algorithms will give the Department a deep understanding of its use of force practices and will provide guidance on how the Department can improve those practices and minimize risk. The system will also provide the community with unprecedented access to the data so that they can understand how and why officers use force against non-compliant individuals. The additional benefit of this system is that it will lead to reduced risk and injury, fewer complaints, lawsuits and improved relations with the community," said Bob Scales, CEO of Police Strategies LLC.
