SJPD Arrests Suspect for Arranging to Meet a Minor for Lewd Purposes & other Crimes

San Jose, Calif. - The San Jose Police Department's Internet Crimes Against Children (ICAC) Task Force / Child Exploitation Detail (CED) arrested suspect Kevin "Donovan" Snyder for arranging to meet a minor for lewd purposes (felony) 288.4(a)(1) PC, sending harmful matter to a minor (felony) 288.2(a)(2) PC, and communicating with a minor to engage in a lewd and lascivious act (felony) 288.3(a) PC.

On Tuesday December 10, 2019, suspect Snyder contacted an undercover officer with the San Jose Police Department's ICAC Task Force through "Grindr," a web based dating application. The undercover officer, posing as a boy, informed Snyder he was 13 years-old. Snyder continued communicating with the undercover officer and requested they switch to "Instagram," a social media platform.

Over the course of six days, Snyder and the undercover officer communicated with each other. Snyder explicitly stated he wanted to engage in sexual activity with the minor. Additionally, Snyder sent the minor numerous pictures of his genitalia and videos of himself masturbating.

During the course of the investigation, Snyder stated he worked as a Lyft driver. Snyder also said he would check messages periodically to see if the minor would contact him. Snyder offered to pick up the minor as a Lyft driver to avoid suspicion, and arranged to meet the minor in the City of Campbell on December 16, 2019, to engage in sexual activity. Snyder was taken into custody without incident and booked into the Santa Clara County Jail on the above listed charges.
