Targeting and reducing risky behaviors especially those linked to fatal and severe injury crashes.

Enhanced Community Outreach and Engagement:
Actively involving residents and community members in roadway safety initiatives. This can help foster a sense of shared responsibility.

Red light cameras are set up at intersections to monitor vehicles as they approach. If a car enters the intersection after the light has turned red, the camera system activates. It captures video footage and also takes several still photo showing the vehicle entering the intersection on red, the driver's face, and the license plate.

Red light cameras have a sensor that tracks the vehicle in relation to the signal phasing. If a vehicle crosses the line of demarcation (either stop bar or first pedestrian crosswalk line) after the signal turns red for a through or left-turn movement, it's considered a red-light running violation.

To legally turn right on red, a vehicle must come to a full and complete stop behind the stop bar or first pedestrian crosswalk line before making the right. Vehicles must also yield to pedestrians, bicyclists, and other vehicles already in the intersection or approaching from the left. SJPD staff reviews the video footage and makes the final determination on whether it is a confirmed red light running violation.

Four intersections were selected for the Red-Light Running program. The selection of the intersections will be based on the following criteria:
High incidence of red-light violations and crashes: Prioritizing locations with documented patterns of red-light running crashes from 2019-2023. These locations
have a focus on crashes that result in fatalities or severely injuries.

After a 60-day warning period, the program will begin issuing citations for all red-light violations. Any vehicle captured failing to stop at a red light or turning right without coming to a complete stop will receive a citation in the mail. Warnings will begin on October 13 and citations will start no sooner than December 12.
