Between February 3 and February 6, 2026, the San José Police Department Internet Crimes Against Children (ICAC) Task Force arrested 11 individuals for communicating with with the intent to have sex with a minor. The arrests were a result of a proactive multi-agency enforcement operation focused on individuals using online platforms to engage in the sexual exploitation of minors. This enforcement activity was conducted as part of the San José Police Department Special Victims Unit’s (SVU) broader efforts to combat child exploitation and human trafficking leading up to Super Bowl 60.
On February 3, 2026, Suspects Cesar Rodriguez-Vela and Jose Garcia-Hernandez were arrested in the city of San José. In addition, Suspect Ruben Guzman, who was a person of trust employed with Sunrise Middle School, was also arrested as part of the investigation. On February 4, 2026, Suspects Nelson Mejia-Rivas, Dexter Goody, Luis Medina De Leon, Gonzalo Yesca, and Michael Valdeolivar were arrested in the city of San José. On February 5, 2026, Suspects Harjeet Singh and Joey Minh Truc Nguyen were arrested in the city of San José. On February 6, 2026, Suspect Frank Huang was arrested in the the city of San José.
All suspects were booked into Santa Clara County Main Jail for attempted lewd acts with a minor, arranging meetings with a minor for sexual purposes, and other crimes related to child exploitation.
The SJPD ICAC Task Force worked in close coordination with the SJPD Human Trafficking Task Force, the SJPD Covert Response Unit, as well as other affiliate agencies within the Silicon Valley Internet Crimes Against Children (SVICAC) Task Force. The San José Police Department would like to acknowledge the following agencies for their assistance in this operation: Federal Bureau of Investigation (FBI), Newark Police Department, San Francisco Police Department, Santa Clara County Sheriff’s Office, Napa County Sheriff’s Office, Menlo Park Police Department, Fremont Police Department, Greenfield Police Department, and ICAC-designated special agents from Homeland Security Investigations (HSI).
Grant-funded resources strengthen the region’s ability to quickly investigate online exploitation, identify victims sooner, and prevent harm before it escalates. The San José Police Department would like to acknowledge the Federal and State ICAC grants that made this operation possible.
The ICAC Task Force continues to work closely with regional, state, and federal partners, as well as victim-service organizations, to ensure a victim-centered and trauma-informed approach to these investigations. These joint-agency operations allow law enforcement to target offenders who cross city jurisdictions by sharing intelligence in real time, increasing our ability to intervene before a child is harmed.
