Jason Dwyer

Deputy Chief Jason Dwyer was born and raised in the City of San Jose. He attended San Jose State University, where he earned a Bachelor of Science in Justice Studies and a Master of Public Administration with honors. He has worked for the San Jose Police Department for over 26 years.

Deputy Chief Dwyer’s experience as an officer includes Patrol, the Violent Crimes Enforcement Team, and the Mobile Emergency Response Group & Equipment (SWAT). As a sergeant he worked Patrol, the Violent Crimes Enforcement Team, the METRO Unit, and was the Department’s spokesperson. As a lieutenant, he worked Patrol, MERGE, and Research & Development. As a Captain, he worked Patrol, Special Operations, and the Bureau of Investigations. He currently is assigned to the Bureau of Administration.

Deputy Chief Dwyer is a graduate of the POST Sherman Block Supervisory Leadership Institute, the Police Executive Research Forum’s Senior Management Institute for Policing (SMIP), and he is a recipient of the FBI Law Enforcement Executive Development Association’s (LEEDA) Trilogy Award. He has received the San Jose Police Department’s Hazardous Duty Award, the Dr. Martin Luther King Jr. Association’s Mover of Mountains Award, and the Momentum for Mental Health’s Shining Star Award.


BOA plays a vital role in supporting police services to the community by managing:

  • Recruitment, selection, and screening programs to ensure the highest caliber of new Department members.
  • Maintenance of Department personnel records.
  • Development and delivery of training programs.
  • Photo lab operations.
  • Fiscal and property control systems.

These responsibilities are administered by the Bureau Chief and assigned Department personnel.

Structure and Organization

To fulfill its mission, the Bureau of Administration is organized by function. Various Divisions and Units are assigned to the BOA to carry out its core responsibilities. These assignments are outlined in the Department’s Organizational Chart.

The specific duties and responsibilities of each Division or Unit are established by the Bureau Deputy Chief. Any questions or disputes regarding their roles will be resolved by the Deputy Chief.
