Dr. Carlo M. Beckman was recently named Deputy Director for the Bureau of Technical Services at the San José Police Department, where he will oversee the Systems Development Division, Crime Analysis Unit, and Body Worn Camera Unit. Dr. Beckman brings more than two decades of technology and executive operations leadership and a sustained focus on employee empowerment, engagement, and development through coaching, clear expectations, and practical skill-building.
Dr. Beckman entered public service in 2021, joining the Oakland Police Department as Head of Information Technology. Over the course of his tenure, he also led Research and Planning and Fleet, and taught leadership, supervision, ethics, emotional intelligence, professionalism, mentoring, and procedural justice to sworn and professional staff. He routinely translated operational needs into practical implementations and managed agenda reports, commission engagement, City Council communications, and coordination with executive leadership and community stakeholders.
At OPD, Dr. Beckman coordinated the upgrade of a 20-year-old computer-aided dispatch system, including integration planning and training readiness to support a successful launch. He was instrumental in acquiring and sustaining OPD's Flock automated license plate reader program, including the procurement partnership that enabled 290 cameras and the ongoing work to keep the program operational. He also launched OPD's RMS modernization effort with Mark43 by driving the early implementation process and establishing the project structure needed to set the effort up for long-term success.
Before transitioning into public service, Dr. Beckman spent more than two decades in the private sector in and around Silicon Valley, including roughly a decade in executive leadership roles. He held vice president and director-level positions spanning customer experience, enterprise support, and global operations across multiple industries. In those roles, he led cross-functional teams of approximately 75, managed annual budgets exceeding $40 million, and built voice-of-the-customer, quality, and performance systems that reduced friction in the customer journey while strengthening retention and accountability.
Throughout his career, Dr. Beckman has paired operational delivery with a people-first leadership style. He focuses on routinely seeking sworn member input and feedback on technology to ensure field practicality, and at OPD he supported career-ladder work for sworn and professional staff, reinforcing the expectation that development, accountability, and retention are built through consistent investment in people, not slogans.
Dr. Beckman earned an Ed.D. in Educational Leadership, an M.A. in Leadership, and a B.A. in Management from Saint Mary's College of California. Dr. Beckman is committed to long-horizon work that strengthens public institutions and develops the people who run them. Dr. Beckman is excited to join the San José Police Department and looks forward to serving the Department, City, and Community.
